According to KAS (Korea Adoption Services, an organization that assists adoptees with finding information about their birth families),  7,275 children were adopted overseas in the 1960’s and that number grew to 48,247 in the 1970’s.  “Dear Bill” is the story of a man embarking on a journey that would solve a mystery………. forty years in the making.
